Resumo: The present study aims to analyze the role of the social worker in the planning and management of social policies and health care in the city of Aracaju. To do so, we attempted to identify the functions and professional skills needed in professional practice of social workers in the sphere of planning and managing these policies; check what the challenges, difficulties and opportunities of professional experience in this field; assess whether the professional Social Service using instances of social control and participation in the planning of health policies and social assistance. This is an exploratory, descriptive and qualitative, whose guiding method is the History Dialectical Materialism. Data collection was conducted with social workers working in planning departments of the developers of the politics of health and social care sectors. Therefore, we considered the role of social workers at the macro planning. To collect data, we used semi-structured interviews, doing it with at least one professional from each of the departments mentioned. In constructing the theoretical path and acquiring information about the issue, we make use of bibliographic and documentary research. The results obtained in the study indicate that the process of political and administrative decentralization occurred after the 1988 Federal Constitution, municipalities have become the privileged locus of the development and implementation of social policies. Thus, in this process, the professional social work has come to occupy an important role in relation to planning and management of these policies. We see, therefore, that new professional skills required to be passed to social workers. These skills involve their understanding and use of instruments of public administration, demanding not only a critical reading of reality, but also seeking to establish strategies that contribute to confront the various expressions of the social question. Additionally, readings on public budgets, bidding processes, knowledge of computerized procedures, among other elements of management are required. Although proper use of these planning instruments, often, these professionals have committed to their immediacy requirements for management action. The survey results showed that user participation has been restricted primarily to areas of social policy advice. However, it was evident the commitment of the professionals interviewed, in order to stimulate and expand this participatory process. Although not a new performance space of social workers, participation in planning and management has expanded in recent decades, with new dimensions and configurations, which has required a permanent qualification process by the social worker.
