This report aims to analyze whom is the civil society which is represented in the municipal council of public policies in Estância-SE, within the Social Assistance. Its intention was realize a discuss about the present topic: Social Control and Civil Society. In this way the discussion was developed about how to present the Social Control in Brazil before 1988 constitution in the modern capitalism context, analyzing how was the appropriation of the civil society category in the country and its place in public policy council from the Gramscian perspective. It involves a documentary research with qualitative approach, using as main technical analysis of the documents governing municipal councils, such as the municipal laws governing each board and the internal regulations. This research was composed by 12 municipal district councils, however, the sample consists of 4 councils that are related to Social Assistance, they are: Social Assistance, Children and Teenagers, Elderly and People with Disabilities. It is evident in the current study that the civil society representation on the researched councils is not homogeneous, is composed by a variety of representations, has noted that some segments have a strong representation in the researched councils as the Catholic Church representation, employers, workers through trade unions and many resident associations in the municipality. Based on the appropriation of starting Gramscian on civil society is possible to assume that the entities / segments representing civil society on the councils, are reinforcing the burgess hegemony, thus strengthening the ruling class and not building a counterhegemony of the poor classes but emptying of questioning as exposed reality in this context. Therefore, we can conclude that civil society is represented in the searched municipal councils and is without of classist character, that it is acting in context a politicization of these relationship in public policy as aspect that forms in the current Brazilian scenario which is reflecting our historical social formation and the monopoly capitalism development in its mature stage. |
