Resumo: The paper presents the way economic theory has evolved in the light of new approaches to regional development and demonstrates how the spatial scale has influenced the definition of public policies aimed at promoting economic growth with greater distribution of wealth. Empiric research proposal, research performs a preliminary analysis on the implementation of Sergipe of regional and territorial development policy through the case study of the PDTP - Territorial Development Plan Participatory implemented between 2007-2015. This policy had as big goal to promote changes in the structure and productive configuration of the state, through the adoption of modern instruments of government planning, such as management based on popular participation and territorial cutout for defining public policies. The main contribution of this work has been the promotion of discussion on the role of public policy in promoting local development, addressing issues such as integration policies, local institutional environment, land management, local governance, agglomeration economies and social capital. In this sense this study provides a description of the new political and institutional arrangements proposed for the State of Sergipe, whose planning issues and government management suggest reflections on the role of the State in the formulation and conduct of public policy development. In general they were exposed theories that help to understand how the process of spatial concentration of wealth, from benchmarks such as the economy of productive agglomerations a detailed description of Sergipe experience in the implementation of its development policy was carried out and, finally, presented elements that guided the construction of its design, further demonstrating how political institutional weaknesses can compromise a regional and territorial integration project.
