In recent years, environmental problems arising from the process of expansion of urban centers have become more visible. The consequence of disordered growth has had direct impacts on public health, social welfare and the environment. This is due to the lack of adequate infrastructure and the precariousness of the provision of public sanitation services. Thus, this research aims to make an analysis of the sanitation policy in the municipality of Aracaju, considering the perspective established in Law No 11445/07 and Municipal Law No 4973/17, in view of governance, social participation and sustainability in the municipality of Aracaju. Thus, the problem of the present study was to verify to what extent the legislation can contribute to the change in the local scenario of absence and/or precariousness in the provision of public basic sanitation services, in order to contemplate greater coverage of the service considering the demands. In aditem identifying which factors hinder the effectiveness of Law No 11445/07 in the municipality of Aracaju. This is an explanatory and descriptive research, which presents the current scenario of structural sanitation conditions in the municipality of Aracaju and the prospects for the effectiveness of federal legislation, considering the socio-environmental issues involved. For the development of the research was carried out a bibliographic survey and documentary review on the subject, interviews with experts, applying a questionnaire as a data collection instrument, among the technicians, managers and members of the institutions that participated in the preparation of the Municipal Sanitation plan. Aracaju Basics and expert photographic records. The results of the survey showed that even with the introduction of Municipal Law No 4973/17, the implementation of this plan and the universalization of basic sanitation is a challenge, not only because of the lack of structuring conditions, but also the need to establish full governance. between segments of civil society and public power for better policy development in the city of Aracaju. It was also found that the adoption of sustainable techniques is necessary for the reuse of waste from sewage treatment and to maintain harmony between the environment. |
