Resumo: The overall aim of the thesis was to analyze the resolutions on the Brazilian television system in the 1st National Communication Conference (Confecom), identifying the actors involved with the approval and rejection of proposals, their interests and the results of these resolutions in the regulatory environment broadcasting sector and the agenda of the movement for the democratization of communication in Brazil. The hypothesis worked in this research is the limitation of the 1st National Conference of Communication, from the point of view of the regulatory environment for television in Brazil, given that the communication / information, in the capitalist system, it is not a public policy itself but an established form of power, adopting as analysis option the political Economy of Communication, understanding that the regulatory changes of television are the result of political and power relations between the different agents operating in the sector.
