Diagnóstico da gestão de resíduos sólidos da região Cariri Oeste(CE) utilizando o ICGRA

Resumo: The continuous population increase requires constant changes in services that manage waste. In Brazil, the northeast region is diagnosed as having poor management and still lagging behind in compliance with the National Solid Waste Policy. In this sense, the use of indicators is a promising and viable alternative for a specific assessment of solid waste management conditions. The objective of the present work was to diagnose the solid waste management system of the seven municipalities that make up the urban agglomeration such as the Cariri Oeste Region - CE, through the characterization of management services and application of the ICGRA method. ICGRA is a methodology developed using indicators grouped into four evaluative items: characteristics of the management system, planning of the management system; operational conditions of the management system and specific indicators on the PNRS and new technologies. Data and information regarding the indicators were obtained through consultation of official websites, academic literature, plans and studies relevant to the subject, field visits, contact with municipal managers and photographic records. After applying the data diagnosed in the ICGRA methodology, an Inadequate management scenario was determined as a result for all municipalities evaluated (General Average 5.0), obtaining the following descending order per municipality: Araripe (5.6) > Salitre ≈ Tarrafas (5.3) > Antonina do Norte (5.0) > Assaré (4.9) > Potengi (4.6) > Campos Sales (4.5), out of a total of ten points. This result linked to field observations complemented the diagnosis which, from the perspective of this study, reflects the reality in which the municipalities find themselves. The most fragile points observed in the ICGRA results concern management's compliance with the provisions of the National Solid Waste Policy and the incorporation of new technologies, in addition to deficiencies in the final disposal of waste by most municipalities. In conclusion, ICGRA proved to be effective for evaluating the management of municipal solid waste in the Cariri Oeste region, easy to apply, interpret and measure results, and can be extended to other regions of the country as an evaluation tool.
