Resumo: |
He introduction of exotic species is a socio-environmental problem on a global scale, as it can negatively impact ecosystems, competing with native species, unbalancing the environment, causing the loss of biodiversity and altering the water cycle, in addition to causing damage to human health and economic activities. With the intense circulation of people and the globalization process, plant species could be introduced and cultivated outside their areas of occurrence, and with that many were adapted in agriculture being economically important, others were used in traditional and conventional medicine and some acquired value sociocultural in communities around the world, but inspection problems, lack of border security and lack of knowledge about many of these organisms have led to serious environmental problems, with an impact on biodiversity. Brazil participated in conventions and summits to deal with this theme, and with that, several states of the federation decided to implement their laws, in compliance with the federal law, so that their biomes were more effectively protected. On the other hand, the state of Sergipe does not yet have an environmental law dealing with exotic species. Thus, the objective of this study is to analyze the exotic species present in the State, based on a survey of secondary data available from the various sources of public administration, in addition to considering the current legislation on the subject. In order to achieve this goal, we take as a base some references focused on the area of Ecology, Geography, Biology and Environmental Law. When analyzing the Draft Resolution on invasive alien plant species, proposed by the environmental agency of the state of Sergipe, several inconsistencies were observed, examples of laws that were no longer in force, the inadequate classification of species as exotic and invasive where according to data scientific and technical do not have the potential for such, and the fact that the document is based on more general laws, not taking into account the particularities of the state of Sergipe. The possible creation of a law based on this draft resolution, can bring significant negative impacts to the state's economy, since many species are cultivated, in socio-cultural issues where species have acquired a symbolic value and also in the environmental sphere, as some serve as corbetura of the soil and regions with low water potential. |
