Geographical science, based on the study of the production of geographic space, inserts at the heart of the environmental question the relationship between society and nature and its refutations in biophysical systems. Accordingly, a dissertative research aimed at analyzing the anthropogenic derivations in the high - altitude dynamics of the Subaé - Bahia river, a study area located approximately 107 km from the Bahian capital. For that, the proposal was investigated from specific objectives: to identify geoenvironmental aspects and derivations that configure the landscape; To reflect on the political impacts of water resource management and on socio-environmental conflicts in Permanent Preservation Areas, inserted in the researched area. The methodological proposal is structured in the perspective of zoning, planning and environmental management. Instruments used consist of a bibliographical survey, use of the Geographic Information System (GIS) for the preparation of cartographic material, fieldwork and analysis, interpretation and correlation of data and information. The dissertation is structured with theoretical basis in the discussions about society and nature, landscape as analysis category and hydrographic basin as unit of management of water resources and urbanization processes. The geoenvironmental conditions indicate that the high course is located on a hydrogeological domain with high permeability and favorable conditions for the storage of groundwater. It is added to this fact, the interference of the annual rainfall behavior in the water regime, observed in the time series between 1994 and 2015, which shows two seasonal ones, marked by a dry period and another more rainy season. The months with the highest rainfall intensity cover mid-summer, autumn and early winter. The driest period, in turn, occurs during the end of winter, spring and early summer, which are more regular during the years analyzed. The use and occupation of the study area demonstrate the balance of forces between the maintenance of water environments and the expansion of the urban fabric, which compete with the urbanization process, which materializes socioenvironmental phenomena and has repercussions on the vitality of water resources. In view of this, the lagoons, springs and streams that have regimes influenced by rainfall have suffered impacts from anthropogenic derivations, with landings and irregular occupation during periods of water depth reduction. Regarding the water resources management policy, there were positive historical advances in normative aspects, as well as in the creation of the river basin committee in the structural body of the State System of Water Resources Management. The hydrographic basin committee that the Subaé River is part of, is in the process of technical structuring and internal organization, so that it can carry out its duties. The state of Bahia has a management system consistent with the National Water Resources Policy, however, it needs to be more closely linked to the municipal spheres. |
