Resumo: The discussion about appropriation of the water in the capitalist society is an old and revised theme. However, made a current subject considering the territorialities makes by conflits generate at criation of value, associated the politic of water resources in front of agressive environmental issue, shortage and abuse of the power at appropriation of the nature with productive nature resources. The thinking of Geography‟s scientists and another scienses gives support the use of central categories in this research, that approach about territory‟s formation. These grounds gives support to the example analyzed, that was baixo Jaguaribe water basin in the Ceará State. This study examines the water resources politic from the end of the decade of 80, use the speech of shortage relative the Northeast semiarid climate and socialeconomic development. This politic in general offer the nature resources to different services of water consumer reinforcing the changes‟s value by differents use to tradicionals domicilary necessities and agriculturists, use to urban space that attend the civil construction, agroindustry production and industry specifically, without the correct protection of the degradation of the water and the territory, this last was changed by this diversity of activities human beings, it is disputed in the form of conflict territories, betwen the necessities of reproduction of the force of work and of the extended capitalist accumulation.
