Resumo: The present study takes as its object the comprehensive protection network and the system guaranteeing the rights of children and teenagers, linked to reception units. The main objective is to understand the importance of the network's articulation in guaranteeing the rights of children and teenagers served under protective measures in institutional care, taking the city of Aracaju as its universe. The justification for working on this topic comes from the author's professional experience with the Rights Guarantee System, more specifically in terms of reception in the Shelter modality, highlighting the importance of researching children and teenagers to better understand professional practice and how to encourage networking in an effective and comprehensive manner within this protection policy. As specific objectives, we will seek to: characterize the functioning of the protection and reception network for children and teenagers; identify the composition of the protection network in the city of Aracaju; analyze how the network theme and the articulation between the bodies that make it up have been worked on academic studies about the Rights Guarantee System. To respond to the stated objectives, an exploratory research was carried out through bibliographic and documentary research, analyzing legislation and public documents on the safety net and searching for academic papers that approach the topic. The analysis of the content was carried out from a historical-dialectic perspective that understands the object in his dynamicity considering the context in which it is inserted and the changes undergone over time, that is why bibliographical research is important, historically highlighting the construction of the policy for the protection of children and teenagers and the legal frameworks related to it, emphasizing the trajectory and importance of the perspective of full protection in guaranteeing the rights of children and teenagers. The study presents the theme of networks inside child and teenager policy, brings the contextualization of the main public units involved in direct service to this population and maps Aracaju’s protection network highlighting the main direct care units for children and teenagers and their families in the territory. The data reveals that there is a broad and diverse network in the municipality of Aracaju, showing the progress in achieving children's rights in the territory within the legislation, with new concepts related to the way of seeing this public. However, academic productions signal challenges and difficulties that exist in different environments, like the scrapping of public policies in the neoliberal context, with poor working conditions and overload of professionals involved, lack of introductory and continuing training for professionals at all levels and little incentive for articulation, culminating in sectored and fragmented work, which are obstacles for networks to function in an articulated and effective way and, consequently, are able to achieve full protection of children and teenagers. The literature studied also points out strategies to assist with these limitations and the importance of research in this process of guaranteeing the rights of this public.
