Educação em tempo integral : uma análise da gestão da ampliação da jornada escolar sob foco na participação dos alunos e pais

Resumo: The main purpose of this research is the democratic school management focusing on parents/ guardians and students participation in the decision-making process in schools which participates in the Programa Mais Educação (PME). Since 2008 when the program was instituted it has been noticed a significant increase of the number of Brazilian schools taking part of PME. The program has become the main inducer policy of full-time education all over the country. Also increased the number of research and publications about its operation and possible impacts, but it is still incipient the number of investigations which study the democratic-participative management schools that acceded PME. Therefore, it is relevant to question if there is a participation of students and parents/guardians in decision-making processes regarding the implementation of full-time education and how it works. According to investigations so far realized and, among other results, limits of the implementation of the program were also diagnosed, so that, by means of this research intends to contribute to the improvement of the implementation of fulltime integrated education. This quantitative-qualitative research, objective, through a descriptive study aimed to analyze the possibilities and limits of participation of students and parents / guardians in the management of schools which take part of PME by a multiple case study in four public schools in Sergipe. School, in particular, of the participating PME school. For this purpose it was specifically aimed at: 1) identifying the perception of full-time integral education of the school community; 2) systematizing the forms of participation of students and parents / guardians in decision-making processes; and 3) identifying the reasons for participation and / or non-participation. A documentary analysis and a survey of actors' perceptions was carried out. Afterwards, closed questionnaires were applied with 193 participants in the survey, in total. For the analysis of the data, we used the categorization of seven constraints, constructed by Paro (2005) and the types of participation described Lima (2003). It was found that the participation commonly in schools appeared as a proposal to be followed and not as a precept, since there was no strategic planning guiding the actions for this purpose. There was no evidence of a lack of participation of parents / guardians and students in the actions of the school in general and of the specific PME, however, most of them take place in a punctual and non-systematized manner.
