Problema público, atores e saber técnico no processo de construção do programa "Águas de Sergipe"

Resumo: This study discusses public policy processes to the environment in Brazil, taking as its focus the analysis process which resulted in the implementation of a policy of revitalization of a watershed, in this case the |Programa Águas de Sergipe.| For this, the set of questions that develop analysis revolves around two approaches. The first approach concerns the dynamics of policy processes in the perspective of public problems and how these are constructed from a demand, a situation / problem. The second approach concerns the role played by actors (State, World Bank, technical and civil society) involved. Specifically, these two approaches give parameter to investigate the construction of environmental arguments endorsed and legitimized the creation of the program, the profile of the various social actors and the interaction between these contributed to the process, the specialized technical knowledge in the environmental field; beliefs and values put into play from the coalition of advocacy and the role of public spaces as arenas of meaning. From this it triggered a set of studies investigating public policies taking into account the process, highlighting the one hand necessary for a policy to be constructed factors, and other studies that address the size of the institutions, social actors, interactions, technical knowledge, expertise, individual beliefs and values as a set of decision factors. This study was operationalized from the cataloging and analysis of the entire bureaucratic apparatus relating to the State Water Resources Policy and all documents relating to the creation of the |Programa Águas de Sergipe| (news in newspapers , environmental reports , letter of inquiry , environmental abstract , memory - aid , laws and decrees ) as well as semi-structured interviews were conducted with representatives of the World Bank and the Public Ministry, and as technicians who were part of the Project Preparation Unit. It was observed that the process of policy implementation had in 2009 from several discussions heavily managed by the State, through the Office of Water Resources, World Bank and technicians assigned to such action, with no conflicts of interest, as commonly occurs these processes. The findings of this study point to the fact that this is an exogenous public policy, in which the demands and arguments were created from the vision of the State in partnership with the World Bank, then funder. Furthermore, the use of technical expertise in the environmental field was configured as the primary technical resource employed by those with high investment in academic, causing the political / partisan logic moves away in the constitution of the project and the direction of this policy.
