Resumo: This work aims to evaluate the measures commonly applied by energy distribution concessionaires in the prevention and fight against non-technical losses, and thus contribute to the development of decision strategies to face this problem. Non-technical losses or commercial losses are electrical energy losses caused by fraud and theft in distribution circuits. The forms of fraud are as diverse as possible and are constantly changing, making it a priority for companies and regulatory bodies in the electricity sector. The methodology used in this research intends to order the actions, starting with those that generate the best results for the reduction of non-technical losses. The interventions analyzed were: regularization of clandestine consumers, shielding the metering standard, replacement of meters, externalization of metering, suspension of energy supply to self-reconnected units and reconnection through renegotiation. In this context, the study makes observations in 45 distribution circuits that serve more than 5,000 consumers, in order to collect information on irregularities in energy consumption. The diagnoses of each circuit include three different moments, the first carried out before the implementation of actions to combat non-technical losses (on average 10 years ago), the second carried out shortly after the interventions, and the last prepared in 2021. With the analysis of the information collected, it is possible to describe the anatomy of the nontechnical losses in these areas through attributes. Finally, this research presents the development and application of a model, based on the Flexible and Interactive Tradeoff multi-criteria decision support method, which is able to support the deliberations of the agents in the electricity sector responsible for defining the actions to be prioritized in the combat non-technical losses.
