The present work aims to quantitatively measure the correlation between the transfer of resources from the Municipal Participation Fund (FPM) to Sergipe's municipalities and the growth rate of their Gross Domestic Product (GDP). Throughout our History, Municipalities have traditionally occupied a marginal position in the Brazilian political system, a peripheral condition that was reflected in their weakened finances, cannibalized by larger entities. The financial shortage of most Brazilian municipalities in general and Sergipe in particular - still not circumvented even with the attribution of more and more own revenues to themselves - made them dependent on transfers from other federative spheres, notably from the Federal Union, which makes them , among other ways, through that fund. Through the correlation of the independent variable resources transferred to Municipalities via FPM and the dependent variable GDP - both measured on an annual basis -, it was found that, in general, an increase in transfers from that fund to Sergipe’s municipalities is not correlated with the increase growth rates of its Gross Domestic Product (GDP). |
