The main objective of this thesis was to analyze the Environmental Scientific Policy practiced by the Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq) and by the State Research Support Foundations of the northeastern region of Brazil, through the calls released between 2005 and 2015. It starts from the hypothesis that the theme “Environment” has gained strength from certain areas of the scientific knowledge (exact and natural sciences) and it was due not only to its research link with nature, but also to the fact that such fields of knowledge have managed to produce and reproduce mechanisms capable of influencing the political and economic fields (businesses) in the direction of research topics and in the prioritization of financial resources, while also responding to the interests of the State and the economic sector. This happened especially through the areas of knowledge that can provide rapid responses to the immediate interests of the governments and the economic sphere, recreating old hierarchies in the areas of knowledge (for example, from the exact sciences to the humanities), which will exemplify (explicit) a certain type of public Science and Technology policy aimed at environmental issues. Another important aspect of this discussion is the formation of a scientific field that also originated the environmental scientific field through which was verified through a historical rescue, considering actions of the State for the protection of natural resources and the creation of scientific institutions focused on nature studies. In this context, the research is supported by the theory of Pierre Bourdieu, regarding the notion of scientific field and political field, since there is a strong relation between the scientific community (scientific field) and the representatives of the Public Sector, and here are considered agents of the political field, who define and choose the priorities of investments in public policies focused on scientific research in the environmental area. The research procedures included interviews and questionnaires, as well as documentary and bibliographic sources. The research data revealed that the environmental scientific field produces and reproduces the logic of the scientific field with regard to the struggles fought in the field by the scientific authority, maintaining the hierarchies between the areas of knowledge, although the environmental issue is an interdisciplinary problem. |
