Resumo: Market dynamics have required companies to look for alternatives and devise strategies to stay active and competitive. However, despite the importance that micro and small enterprises (SMEs) represent in promoting employment and economic development in the country, the mortality rate of these companies is high. In order to reduce the rate and increase their level of competitiveness, it is necessary to adopt strategies that stimulate a new way of thinking about entrepreneurship. Innovation is a tool for generating competitive advantage. In Brazil, the federal government has implemented a series of policies aimed at increasing the competitiveness of Brazilian companies through innovation. With this, the Brazilian Micro and Small Business Support Service (SEBRAE) and in partnership with the National Council for Scientific and Technological Development (CNPq), created the Local Agent Innovation Program (ALI), which aims to implement the culture of innovation in micro and small enterprises as a competitive strategy. This research aims to present the ALI Program as an innovation tool for MSEs located in the municipality of Boa Vista, from 2015 to 2018. This is a qualitative, descriptive, exploratory and applied research, and is characterized by the means as documentary and field research. Primary data were obtained through structured interviews with three SEBRAE RR coordinators and secondary data through analysis of documents obtained through consolidated data from eighty companies in the following sectors: trade, industry, services and construction. The research is characterized by the interaction between the researcher and the respondents involved in the situation investigated, which is justified by the fact that the researcher in question was a Local Agent of Innovation in the first cycle of program implementation in Boa Vista in the years 2010 to 2012. It should be noted that the ALI Program was able to achieve its objective in the early cycles of the Program, which was the implementation of the innovation culture in MSEs. It was hard work by Local Innovation Agents, and of great relevance to companies, yet few are really prepared to implement innovation management in practice.
