Resumo: The Internet has become the most important means of access to information of the 21ST century, being considered one of the main accelerators in the social, political and economic development of a nation, focusing on the infrastructure of the broadband network, which Impacts on the expansion of the Internet, increasing the capacity and speed of the data transmission rate. This dissertation aimed to develop a review and comparative analysis on broadband in the world and in Brazil in order to visualize the impacts on the development of a Third Industrial Revolution and an Information Society. Thus, the study was based on a research characterized as exploratory, descriptive and explanatory, which used methodological instruments such as bibliographic, Documental and Integrative review (for data collection) and hermeneutic analysis, spatial, geographic and comparative (for data analysis). In This sense, the research found that there is a sharp degree of relevance in the participation of governmental institutions, especially of the International Telecommunications Union (in the sense of promotion and implementation of public policies for access to the band Private institutions (in the sense of establishing partnerships and enabling resources to finance and materialize these policies) both in the development of fixed and mobile broadband infrastructures, as well as in the Development of the Third Industrial Revolution and the Information Society, despite the asymmetry between the countries that are part of the International broadband Regime and the conformation of an unequal profile in the different regional complexes, as well as between the Brazilian states in the context of the National broadband Regime.
