Estudo da evolução dos investimentos em captação e distribuição de água potável fornecidos pela Companhia de Águas e Esgotos de Roraima -CAER em Boa Vista-RR

Resumo: Water is a precious good, indispensable to human life, and due to its probable scarcity, arising from the deterioration of water sources with the degradation of the environment by human actions, the supply of drinking water has been configured as one of the main issues of today, considering the inequality of access, where it requires universalization and must be indiscriminate. The analysis undertaken here of the supply of drinking water in Boa Vista-RR, contextualized since the structures that imply the supply to the user, as well as the evidence of the economic and financial balance of the concessionary company of the service, from the management systems. The present research demonstrated the current scenario of drinking water supply in the city of Boa Vista-RR, carried out by the Company of Waters and Sewage of Roraima-CAER, organizing quantitative information of water distribution and its economic and financial conditions, in the temporal period that involved the years 2015 to 2021. In order to understand how the service provision evolved, first a survey of the Water Reservation and Distribution Centers (CRDs) and underground tubular wells was conducted to characterize the Supply System , generating zoning maps of water supply and the neighborhoods that comprise this zoning, through on-site information carried out in the company itself, where it was possible to verify that the distribution network meets the geographic and population conditions of the city of Boa Vista. Then, a survey of the number of active connections, consumption, population and other data was carried out at SNIS, Official Gazettes of the State of Roraima and at the CAER’s registration system, for the years inherent to the series studied, which allowed identifying that the attendance of active connections is supplying the population, however, deserving attention to the consumption that in all periods showed excess. Finally, the financial statements were analyzed, such as the Balance Sheet, Statements of Changes in Shareholders' Equity, Liquidity and Solvency Ratios, where it was found that strong management actions are required to subsidize the economic and financial weaknesses of the Company, to ensure the perpetuity and sustainability of the service.
