Cenário ambiental, estrutural e legislativo das áreas de disposição de resíduos sólidos dos municípios no estado de Roraima

Resumo: One of the major problems of the present time is the final disposal of urban solid waste, which has generated several environmental problems. Among the three categories of disposal used in the country, landfills are considered the most appropriate according to Brazilian environmental law. In this perspective, this research aimed to characterize the environmental scenario of the areas used for solid waste disposal in the municipalities of the state of Roraima – ADMRS, indicating the local situation, according to current legislation. For this purpose, the Waste Landfill Quality Index –WLQI (IQR im portuguese) – Ditches/Landfills, an adapted form of the Waste Landfill Quality Index, was used as an indicator of environmental quality IQR which is a methodological instrument created and used by the Environmental Company of the State of São Paulo, the preparation of na annual inventory with information on the environmental and sanitary conditions of the final destination of household waste in the municipalities of São Paulo. This form was applied in fourteen of the fifteen municipalities of the State, leaving out of the study group only the municipality of São João da Baliza, because it does not have a place within its jurisdiction for waste distribution. Bibliographic references, on-site visits, photographs, remote sensing images and data obtained from the environmental agencies of each municipality through a standardized questionnaire were used as data source. This information was quantified by scoring criteria, classifying the ADMRS as inadequate (I) the areas that obtained the score from 0.0 to 6.0, controlled (C) from 6.1 to 8.0 and adequate (A) from 8.1 to 10. Thus, it was concluded that none of the State ADMRS reached the score equal to or greater than 8.1; zone that would classify the areas in Adequate conditions and in accordance with the National Solid Waste Policy. Under Controlled conditions, only the municipality of Normandy was fitted with IQR Valas/ Dumps equivalent to 6.7; because it has a small landfill built in the standards of ABNT/ NBR 15849 of 2010. And the other Municipalities work in inadequate conditions not meeting the current legislatures and configuring mere provision in the open-air.
