Resumo: | The emergence of new governance practices and the inclusion of social actors in the negotiation spaces (participatory management) has enabled access to information and has assumed a prominent position in this process, as a factor of influence on decision making. The lack of information can be seen as a negative message, which can be interpreted as a way to camouflage the lack of actions. At a time when the internet allows us to access information on the most diverse topics of public interest from anywhere in the world, realizing that managers do not advertise, do not provide information about a system provided by law, is contradictory. The state of Roraima, as it does not have a history of conflicts over the use of water, has made little progress in social articulation for better and more efficient water management, thus causing a false idea that water is an infinite and abundant resource. The present study presents a methodology that aims to quantify the fulfillment of the State Water Resources Policy - PERH of Roraima, comparing it with the other state policies of the North region, thus allowing the concentration of efforts in the establishment of goals to be fulfilled at medium and long term, in the most sensitive points and with a greater need for attention, in order to effect and improve the water resources management process in the state. An analysis was carried out on publicly accessible sources (websites) at the state, regional and federal levels, focused on water management. As a result, it was possible to codify the component items of the water resources management system in addition to the management instruments already implemented in each state, thus allowing to determine whether the barriers were only in the state of Roraima or common to the region. In addition, the transparency of information on water management in the state was quantified, comparing the result with the other northern states by applying an index adapted for this study. As a result of the lack of implementation of two of the five management instruments provided for by law in all states in the region, which are the framework and charging for water use. In addition, it was possible to notice the discrepancy between the existence of information and availability to access it, because even with some of the indicators provided for in the study, the state did not score, precisely because it did not give access to this information directly or indirectly in its digital platform (site of the managing body), with the cause of continuity in the process and political interference in the management of that body. |
