ContratHU: especificação de requisitos funcionais para um sistema de gestão da contratualização do Hospital Universitário Ana Bezerra com o SUS

Resumo: | Introduction: The connection between the financing of teaching hospitals and the formalization of a contract instrument, through the Descriptive Document (DD) containing the qualitative-quantitative and physical-financial goals, with city and states health managers, has a fundamental role for sustainability of these institutions. Monitoring this instrument, however, presents difficulties that may compromise the fulfillment of these goals. Objective: Specify a health information system (software/application) for the management, monitoring, and evaluation of the contractual relationship between Huab-UFRN/Ebserh and the Unified Health System administrators. Methodology: The system was specified based on the evaluation carried out under the terms of contract 01/2020, between Huab-UFRN with the Municipal Health Secretariat of Santa Cruz/RN and with the Government of the State of Rio Grande do Norte, as an intervener, and intends to monitor the four axes that regulate it: Health Assistance, Management, Teaching and Researching, and Evaluation. To support the specification of the application, an integrative literature review was produced, by the evaluation of texts published in four databases of scientific works: Biblioteca Virtual em Saúde – BVS (BIREME), Scopus, Pubmed e Web of Science. As it is a presentation of a technological product, technological research was also carried out and the specifications were produced in Behavior-Driven Development (BDD) notation. With the application of forms to hospital managers and health secretariat managers, it was possible to establish a grading of the needs of the participants in the contract and propose prioritization. Once this step is completed, the tool will continue to receive continuous feedback to promote additions and adjustments based on its usage. Results: At the end of the work, an integrative literature review is presented along with the specifications for the programming of the ContratHU system. Conclusions: The adoption of BDD notation allowed the specification of all originally planned functionalities, including internal management contracts, which will also allow the solution to be applied in monitoring the goals assigned to hospital’s employees. From the development of the tool, it will be possible to evaluate its expansion to the other hospitals within the Ebserh network. |
