A introdução da inovação na missão institucional da FAPERJ: uma análise de projetos de inovação financiados de 2007 a 2017

Resumo: In the early 2000s, innovation policy began to be part of the Brazilian context of science and technology. However, being formulated from an S&T environment, this policy addressed little connection with the business environment. In this way, the financing of innovation activities from a research council can present nuances that require a critical look. This dissertation presents an overview of the evolution of the science, technology and innovation environment in Brazil, with issues being analyzed in the FAPERJ case analysis from 2007 to 2017 in the state of Rio de Janeiro. FAPERJ was created as a funding agency for scientific activities and two decades after its creation it incorporated a new board of directors to specifically take care of actions geared toward innovation. The analysis presented includes 50 notices focusing on innovation in companies and 2,217 projects contemplated during this period. An indepth analysis of these projects shows that less than 15% are projects carried out by companies and involve R&D activities. The vast majority of the proposals have the simple objective of restoring infrastructure, whether of companies or Science and Technology Institute. The conclusions reflect the strategic decisions taken by FAPERJ in financing these activities, choosing to broaden the concept of innovation to increase the reach of the policies implemented. As a result, the synergies between scientific and innovation activities blur, generating impacts on the governance of the process as a whole.
