Resumo: This study aims at analyzing the way the changes which happened in the beginning of the 21st century, with the public politics’ implementation of university education with PCCTAE and REUNI, has interfered in the work relationships and in the process of the public servers’ functional development, especially in the UFRJ, a centenary university which, due to this reason, brings peculiarities in the composition of its staff. The research has investigated how the university can ensure institutional conditions so that administrative technicians can take part in the management in all levels, being collaborative with the improvement of the service provided to the citizen and also being active in the accomplishment of the institutional goals. In this perspective, it is relevant to make sure that the collective of workers are able to organize the university in a way that they can supply visibility to the work developed by the UFRJ administrative technician servers, constituting and fostering collective opportunities of discussing, being sure that this practice has a relevant potential of transformation in the job environment, through the collective fortification and the workers’ autonomy, highlighting the technicians’ protagonism within the other servers of the institution, who can overcome the hierarchical management , that in many times is part of the university’s work organization. The methodology applied in this study was based on a bibliography revision, a data survey and on a legislation analysis, together with the other ways of collecting data in a qualitative approach, such as: the semi-structured interviews with the managers, former managers and the administrative technicians of the university connected with other related areas of this research. When promoting the career development of the administrative technician’s potentialities, considering them fundamental actors in the composition of the university’s social community, the university contributes to redefine the public university, through a broad proposal of equal participation itself, rethinking the university in autonomous and democratic basis, whose production becomes fairer and less unequal.
