The analysis of regulatory documents from several countries and of the state-of-theart of scientific literature on the subject has provided inputs to the design of policy tools for prevention and response to oil spills in the marine environment in Brazil. Accidents like blowouts in offshore drilling activities are due to risks related to technological, human and organizational factors that have not been overcome by the international industry nor by regulators. The National Contingency Plan is not yet sufficiently implemented in Brazil to deal with accidents of national relevance, as highlighted in interviews with key stakeholders. The Environmental Assessment of Sedimentary Area should contribute to a greater social participation in the perception of the risk inherent in oil activities and to promote stakeholders’ involvement in contingency actions and cleaning of affected areas.
