Resumo: This work investigates the relevant issues for a successful planning of the transition period of Angra 1 nuclear power plant, from the permanent shutdown of its nuclear reactor to safe storage condition with safety and efficiency, based on guides and standards of the Electric Power Research Institute, United States Nuclear Regulatory Commission and International Atomic Energy Agency and international experiences, looking for the best way to prepare for this important phase in the life of a nuclear power plant. The proposal includes a set of essential activities, necessary licensing documents, project communication management, necessary changes in the organizational structure and human resources, nuclear safety analysis, evaluation of historical site assessment and characterization, chemical decontamination of the systems, conditions for cool and dim and cold and dark, transition to incipient fire brigade, spent fuel management, hot spot removal, dismantling and release of nonradioactive systems and buildings, necessary systems modifications, nuclear safety analysis, cost estimation, quality management plan and administrative controls, based on the decommissioning strategy currently foreseen for Angra 1, which will have its decommissioning deferred until years before the permanently shutdown of the Angra 3 nuclear power plant, defining a proposal for an initial plan for this phase after its permanent shutdown.
