A agricultura familiar e a universalização dos direitos sociais : estudo sobre a previdência social rural no município de Morro Redondo, Rio Grande do Sul

Resumo: This research is based on the array of transformations that took place in the Brazilian agricultural sector in the late 90 s, particularly with respect to the growing importance of the off-farm income in family agriculture set forth by the 1988 Constitution of Brazil with its widespread social rights guarantees. The objective of this study was to assess the impact of extending the social security rights to family farmers as well as to identify and analyse the transformations, especially with respect to the dynamics of the social reproduction process in the family farming arena and its consequences to the Morro Redondo county, located in the state of Rio Grande do Sul. The present research is part of a larger research project titled Family farming, local development and multi-activity in Rio Grande do Sul: the emergency of a new rural space which contemplates four state regions, but in this work only the Morro Redondo county is considered, representing the region of Pelotas. The results reveal that the access to the rural retirement fund pay outs contributes to social and cultural inclusion of the elderly people, who no longer are seen as hopeless individuals resulting, this way, in a new configuration between the work force and the activities carried out in family farm units. Data also allow the conclusion that the income drawn from the social benefits is directed to the production process as well as personal and domestic expenses. Given this scenario it can be stated that the benefits drawn from the rural retirement fund are a source of important dynamic force to the county economies.
