Resumo: | In the Principal-Agent Theory, the public administration is the Agent of the citizens, that is, the public administration is at the service of the citizens, identified as Principals, as they are the real owners of public property in a democracy. To do its work as an Agent, the public administration provides open government data to the citizens, mainly through the internet, as evidence of its reliability, and thus, supposedly mitigate the asymmetry of information inherent to the Principal-Agent relationship and also to reduce distrust of the citizens. However, for these data to have the desired effect, they must be perceived by the Principal as having data quality, both in the form and in the function. This research uses the PrincipalAgent Theory as a theoretical orientation to identify this perception because the literature calls for more attention to the quality of data in relation to its function, and in the literature of information technology to request the use of this theory in the evaluation of information technology usability. To achieve this, we interviewed 12 individuals who have recently worked with open government data sets, followed by the content analysis of the obtained reports based on the literature on principal-agent theory, governance, and data quality. This process resulted in 19 identified data quality constructs - two of which were emergent constructs - that were evidenced and discussed, as well as the identification of the data quality perception as a whole, for the interviewed individuals. |
