Resumo: The present study has as objective central office to analyze where measured the Organizations Not-Governmental - identified ONGs as progressive in the scope of the popular education, represented here for ONGs SEDUP (Serviço de Educação Popular) and ASD (Associação Santo Dias), contributes with the hegemony of the subordinate class. The choice of these entities is justified, over all, for acting less in the scope of the popular education next to the favored layers; to possess a historical trajectory of fight next to the social movements in the context of the military dictatorship and for the fact still today to remain articulated to the social movements. The method the study bases on the materialistic boarding description-dialectic and can be classified as qualitative (of the point of view of the boarding form), dialectic (of the point of view of the method) and clarifying (of the point of view of the purpose). The researtch instruments had been: the interview half-structuralized, the form on the profile of the citizens of the research, systematic comment and documentary and bibliographical survey. The procedure used for analysis of the data if gave by means of the content analysis. In general way, the research presents the historical trajectories, the objectives, the practical ones, the conceptions of the educators and the challenges of ONGs SEDUP and ASD and discloses that, for objectifying to follow in a anti-neoliberal perspective, them they do not search to assume the social functions of the State, as they make the ONGs of assistencialista matrix, but to charge it of such functions. By means of the popular education they look for to acquire knowledge the social citizens for the communitarian organization, the popular participation, the local sustainable development, the fight for the magnifying of the public politics and the social control. However, its practical educative stimulates the communitarian conscience and it conscience of class and its mobilizations next to the social movements do not restrict it the fights for changes of the local, prompt and not structural conditions. The perspectives of the majority of its educators, even so critical, are come back toward reformist bias of the capitalist system and one of its bigger challenges is the financial instability. With this, although its action to be important for prompt changes e, at some moments, basic for the class representative organization, is not enough to unchain changes of national dimension, less still the social transformation that here if it deals with. Therefore, the thesis defended here is of that despite the ONGs presents compatible historical aspects and theoretician-method with a progressive profile in the scope of the popular education, its practical is insufficient to contribute with the hegemony of the subordinate class.
