Resumo: This dissertation approach the Implementation of the Popular Education National Politic process on the Paraiba state (PNEPS - SUS), having as research objective the State Committee Popular Education in health from Paraiba (CEEPS - PB) composed by triad: Social Moviments - Management - University. The present research had as objective to analyze the implementation of PNEP-SUS on Paraiba State, to identify strategies and challenges for the PNEP-SUS implementation on Paraiba state and to analyze the perspectives around his implementation on the state of reference. The study is characterized as a systematization of experience, reasoned on Dialogic Methodology Conception which data collection was make for methodologyc triangulation between semi-structured interview to members from CEEPS-PB, documental research, participant observation with field diary and daily notes. The locus of the research was the Form Center of Human Resource from Paraiba (CEFOR-RH/PB), in João Pessoa - PB. The result showed the historic caught up of CEEPS-PB, with description of its actions and strategies made since 2015 to 2019. The research highlight that the challenges to PNEPS-SUS implementation on state are connect to lack of financial for the actions made by the CEEPS-PB, difficulty of members engagement of the Committee in their actions as well as obstacles on dialogue with the state manager. As perspectives, the research highlighted that exists potentially to descentralization of PNEP-SUS on state, having in view the formative actions, democratic and descentralized of made by CEEPS-PB between 2015 and 2019. It is understood that the research show an important analyze to Popular Education field, about everything to the reflexion mobilization about his institutionalization on SUS and it is expected that contribute for the experience reorientation of CEEPS-PB, as well to the elaboration of similar research.
