O uso de Sistema Digital de Informação como ferramenta de resolutividade do Ministério Público da Paraíba: uma análise da contribuição do MPVirtual v.2

Resumo: This research aims to examine the contribution of the Electronic Processes Virtual MP System v.2, used by the Prosecution Service of the State of Paraíba – MPPB, from the principles that guide the quality management in the scope of the Public Administration, such as efficiency, effectiveness, transparency and celerity, aiming to obtain resolutiveness in the requests submitted to the paraibano Parquet. The investigation, of qualitative approach and exploratory in nature, intended to reach the scope outlined by the following methodological steps: 1. Gathering of theoretical reference regarding the thematic in question; 2. Characterization of the research’s field and object of analysis; 3. Analysis of the obtained data. On the topic of bibliographic discussion, we dialogue with official documents such as the Federal Constitution 1988 and the Access to Information Act 12.527/2011, and internal rules of procedure, as well as theoretical considerations by some authors who embrace the theme unveilingly. Regarding the field of research, seven members of the Higher Council of the MPPB were invited to participate in the investigation, which took place through structured interviews. The tool for data collection counted fifteen items, six of them consisting of identifying the aforementioned counselors (name, age, role, function and time at the MPPB), and nine open-ended questions that aimed to measure the repercussions of the Virtual MP v.2 in solving extrajudicial proceedings at the MPPB, according to the perception of the agents who use it. By the end of this work, we have concluded that the information system in study is resolutive and complies with the aforementioned principles, considering that, before its advent and usage, the counselors claimed to see a substantial improvement in meeting the agency’s demands, making it possible to ascertain a de-bureaucracy of the services provided, materialized through the decrease in engaged physical and human resources and the optimization of the access to information, considering that the Internet allowed the monitoring of the proceedings from anywhere in the world, without the need for the physical presence of those interested in the areas of consulting and processing, which strengthens, likewise, the celerity and the transparency of the involved documents. Finally, we point out the safety of the information obtained in these processes, once that the virtual environment is safer than the physical one, which is subject to situations such as fires, floods and deterioration over time. Such aspects guarantee the affirmation that the Virtual MP is efficient, effective and contributes to ministerial resolutiveness, thus meeting the imposed requirements by quality management, in the scope of Public Administration.
