Resumo: The present study was based on the following question/problem: has Psychology been able to work in the Social Assistance Policy in order to ensure the rights of children and adolescents? Or has this practice been characterized as an additional tool for social control of the poor, keeping the historical tradition of those policies? The study started from the assumption that the practice of Psychology to ensure the rights of children and adolescents it's far from the real needs of those subjects. The thesis that in a social-democratic State, like Brazil, the practice of Psychology in the Public Policies for Social Protection in the Social Assistance area, to meet the real needs of children and adolescents, must be guided by the reality of those subjects through activities committed to social transformation is defended herein. What demands a critical analysis concerning cultural, social, economic and political dimensions that impact on Social Assistance Policy and on the population for whom the practice of psychology turns to. Critical-dialectical perspective - to design the contemporary State and the Public Policy - and Vygotsky's Cultural-Historical Psychology were used as theoretical support to analyze both the practice of the professionals of Psychology and the concept of the managers of Assistance Policies about that practice. The general objective was to analyze the practice of the professionals of Psychology in the Public Policies for Social Protection in the Social Assistance area in ensuring the rights of children and adolescents. The research was conducted in two phases: Semi-structured interviews conducted individually with six managers and then eleven professionals of Psychology. The interviews of managers were analyzed using Content Analysis, a thematic analysis technique. While the interviews of the professional of Psychology were analyzed using the ALCESTE software. In the speech of the managers predominated the understanding of a practice of the professionals of Psychology in the Basic Social Protection based on methods from an individualizing clinical model; whereas in the Special Social Protection predominated the view of a practice based on a psychosocial perspective. The speech of the managers also showed the difficulties that are present in Social Assistance Policies, what highlights the limitations resulting from the posture of the State, that has been reducing the degree of coverage and effectiveness of public policies. The speech of the professionals of Psychology showed that in their practice, they faced various aspects of the Social Assistance Policy that limited their professional practice; the training they had access to at university and for professional qualification didn't help much their practice; they conceive childhood and adolescence based upon naturalizing and universalist perspectives. It is considered that the understanding of the managers about the practice of the professionals of Psychology, associated to the working conditions, the limitations of the Social Assistance Policy itself, the academic training and the professional qualification that the professionals of Psychology had access to work in the Public Policies are aspects that make Psychology act more as a perspective of social control of children and adolescents than as a perspective to ensure the social rights of these subjects.
