Resumo: Based on the Open Access concept, the Federal Higher Educational Institutions (FHEI) seek, in the Institutional Repositories (IR), the management of the great volume of digital data created by the developed researches, in order to preserve the institutional memory and to provide more visibility to the institution. The definitions and implantations of the functioning policies, among them, the populating policies, are still a great challenge for the full functioning of the Institutional Repositories. The IR populating is made through the insertion of all the material produced in the institution by students, professors or technical staff. In this perspective, the publications realized by the University Presses (UP) constitute a technical-scientific collection that cover different areas of knowledge, and must be inserted in the repositories of the institutions to which they are related. It emphasizes that such publications are constantly updated, because they are uninterruptedly produced. Thus, this study aims to verify what FHEI have functioning policies in their IR, and which of them adopt populating policies that cover the productions of the University Presses. It analysed national and international institutions. Through a documental analysis, it aims to identify which FHEI still need to define the functioning policies in their IR and which of them need to pay attention to the importance of the connection between the IR and the UP. In this context, the investigation also pointed examples already implanted in different institutions. From then on, it was possible to develop a welcome manual of good practices to the creation of functioning and populating policies of IR, with the focus on the production of the University Presses. This an exploratory-descriptive research, with the qualitative and quantitative approaches, through the use of documental and content analysis method. With this material, the FHEI which still do not have functioning and populating policies, as the collection of the UP in its IR, will be able to use the manual created to develop them. Thus, it will be possible to use this work as a positive contribution to the storage and dissemination of scientific and academic knowledge.
