Resumo: | This dissertation studies the Rede Margaridas Pró-Crianças e Adolescentes da Paraíba (REMAR). This network has been operating in the state of Paraíba since its establishment in 2003 with the goal of promoting links between various existing networks and agencies engaged with the issues of Children and Adolescents, as well as the development of new networks. The aim of REMAR's work is to ensure the system of guaranteeing the rights of as prescribed in the Children and Adolescent’s Statute (Estatuto Crianças e Adolescentes) in the state of Paraíba, independently through its own network as well as through joint efforts with other actors that operate in the field. First, in order to better understand the idea of networking in the implementation of Brazilian public policies, this work presents a historical review of relevant social policies, especially those which focus on children and youth, and how they developed from the enactment of the 1988 Federal Constitution to the 2000s. The main changes described in this period are in examined in three central themes: in the conception and approach of social policies, in the relationship between the State and civil society, and in the organization of the Comprehensive Protection System for Children and Adolescents (Sistema de Proteção Integral às Crianças e Adolescentes). Next, the sociological concept of networking was explored in order to better understand the theoretical and methodological framework for these particular social practices. Finally, in order to explore the phenomenon of networking within organized civil society, this dissertation also examines the case study of the egocentrada network. Continuing from our analysis of the REMAR network, the examination of this concrete case provides the opportunity to address the ways in which the written public policies have become influenced by networking strategies. |
