Resumo: The raising of own resources as higher education in Brazil source of financing constitutes an strategy of economic sustainability to higher education public institutions, in order to complement the State funding. The questions related to the raising of own resources were emphasized, with the proposal launch of the Future-se programme, when the Federal Higher Education Institutions (FHEI) consider themselves under pressure to attract new sources for resources to the maintenance of Education, Research and Extension institutional activities, as well as in the reduction of budgetary resources from Ministry of Education. In this context, this study has got as general objective to analyse the own resources’ participation in Agrarian Sciences Center (ASC) budget, in a comparative analysis to the general budget of Universidade Federal da Paraíba (UFPB), in the period between 2014 to 2019, in order to reinforce the studies about funding of higher education, as a political mobilizing tool, em defense of public federal institutions. The research is characterized, as regards its nature, as an analytic-descriptive research, regarding to the objectives, is an exploratory and explanatory research and about the technical procedures adopted to data collection, is characterized as bibliographic, documental and case study. For the subject comprehension, were discussed aspects regarding to funding of higher education, higher education public policies, the public private in education, higher education public budget, the allocation of Union resources and the Future-se programme conception. This study works on the hypothesis that the own resources can be inadequate for institutional activities maintenance, once they derive only from collections of the institution itself, and the Future-se program’s proposal aims the collections diversification, through the incentive to own funding for these activities. After the analysis of the own resources participation in ASC budget, it was found that the greater UFPB resources source arises from the Union budget, and the own earnings represent only a contribution to this budget, that cannot be considered as the main source of the university funding in order to maintain the activities of education, research and extension. Regarding to the Future-se programme conception, in the final protocol that is being processed in the Congress, all the statements of own resources, additional sources of financing and direct intervention proposals in administrative and financial management were removed. The Future-se programme remains becoming unfeasible, since it still proposes to keep on the FHEI patrimonial management. Finally, even though the FHEI financing is a recurrent theme, due to the actual government policies, this study can help as a source for analysis and discussions to future researches in higher education financing field.
