Resumo: The initial contact with the problem of "abandonment" and degradation of buildings located in the Historical Center of João Pessoa occurred in 2011, when I was part of the technical staff of the Institute of Historical and Artistic Heritage of the State of Paraíba (IPHAEP). Through the familiarization with the buildings listed as "at risk" by the administrative process nº 0178/2006/IPHAEP, a contradiction was revealed: the precarious state of conservation of most of these properties was aggravated to the detriment IPHAEP’s initiative. By systematizing data obtained in academic inquiries on the subject, Rua das Trincheiras emerged as an area where the ruination of its edifice is intensified. From this analysis, this street was delimited as a spatial cut and it was formulated as an objective of this research to understand the establishment and the persistence of the process of "abandonment" and degradation in this place. In order to achieve this, we’ve used the urban space’s analysis of the marxist-fefebvrian matrix, which considers the capitalist city as a social product engendered by the practices of urban agents. These, in turn, originate spatial processes such as urban decentralization that, by spatially rearranging the territory, changes the city’s dynamics. It was assumed that by decentralizing a series of activities and functions of the Central Area of João Pessoa, the urban decentralization promoted profound transformations in its spatial and social contents, originating the problem here investigated. Parallel to this impetuous spatial process, the historic center was delimited by IPHAEP in 1982, which also has implications for the practices and strategies of urban agents. Through these considerations, the following questions arose: How did João Pessoa's urban expansion and subsequent decentralization contributed to the establishment of the process of "abandonment" and degradation in the Central Area and Rua das Trincheiras? What are the main factors that contribute to the persistence and maintenance of this process in this street? What are the implications of the overturning and the IPHAEP's policy regarding the problematic? To answer them, we’ve analyzed the production of Rua das Trincheiras’ urban space since its formation as an urban locus, which allowed us to emerge factors relevant to the establishment of this process in different moments of the street and the city. In order to reflect on the implications of the Historical Center’s delimitation, 06 edifices located in Rua das Trincheiras were chosen as empirical objects for further analysis. Through documentary research in photographic records, newspaper articles, administrative proceedings and lawsuits, we have revealed a series of conflicts between IPHAEP and those responsible for the buildings (owners, real estate developers, renters, among others) who, in turn, use practices and strategies to advance their interests. It was also identified in the Institute failures in management, resulting in the impunity for those responsible and perpetuating – or, at least, not solving - the "abandonment" and degradation of these buildings. Finally, the urban space’s analysis at different levels and scales, considering the dialectic relationship between space / society, made possible the understanding of the phenomenon in Rua das Trincheiras and answered the initial questions and concerns.
