Resumo: The housing policy in Campina Grande in Paraiba is the object of analysis to discuss the problem of production of urban space. This text presents the elements of Brazilian housing policy from 1945 to 2010, highlighting the policies aimed at social housing (0 to 3 minimum wages) and the production of substandard housing or substandard as regards the Instituto Brasileiro de Geografia e Estatística (IBGE ). The Conference of Cities were also analyzed. The analysis shows the weakness of the proposals made and the lack of strategic planning to combat the qualitative and quantitative housing deficit. Another element investigated is PMCMV (Programa Minha Casa, Minha Vida), whose text creation is evaluated here. The areas investigated are the set of Housing Popular Estate Araxá and Community Papelão: The first, built as a project financed by the PAC (Programa de Aceleração do Crescimento) in order to relocate 460 families of the Favela do Araxá localizated along of railroad for new housing; the second in another part of town, located near the Sports Center O Meninão where live the inhabitants of the cardboard Occupation, without welfare assistance of Public Power, in extreme poverty. The methodological procedures for the research were: a bibliographical and documental research; field work with photographic records and questionnaires in the study areas. The research reveals that the model currently used for the development of housing policies, which is the axis Democratic Management of the city through people's participation in Councils and Conferences, is fundamental importancy for the success of these government actions, although the process is far distance of everyday life in the city studied. The research reveals the importance of housing production for the incorporation of features of the urban area of Campina Grande and the precarious conditions in which the population lives with less purchasing power in areas of poor housing.
