To achieve sustainability is need the equitable integration of several complex factors and dimensions that cover all sectors of society, including rural areas. Furthermore, it is necessary to establish preservation policies and controls more consistent and more accurate assessment instruments, like the systems of indicators that can be used as tools for policy formulation and help the process of decision to implement a new format development, benefiting the system as a whole. In this context, this study has proposes to identify and select indicators contributing to evaluate the levels of sustainability in the family agriculture production of castor beans in Paraíba. To achieve these objectives, we used the model Pressure-State-Impact-Response (PEIR), which describes the human activities, processes and standards that impact on sustainable development, helping to identify causes and solutions to social problems, economic and environmental conditions that comprehend the activity. The methodology was based on Descriptive, Exploratory and a Bibliographic research, which method used was inductive. The primary data were collected through survey research, using semi-structured interviews with representatives of organs publics and agriculturists in a cooperative. The results showed that the production of castor practiced by the family agriculture in Paraíba, although voluntarily and with inadequate government assistance, have managed to develop in a relatively efficient, although present localized problems, but that can be solved with more investment and support to the sector. Concerning the difficulties faced by family agriculturists to continue producing the castor satisfactorily, were appointed some barriers, especially with regard to the amount of skilled professionals available to give technical assistance to producers; the lack of a timetable adequate of funding for the period from planting of castor oil in each region of the State; The necessity for a channel of interaction between producers and industries in order to strengthen ties and ensure the commercialization of production; the lack of policies to guarantee minimum price and sale of castor bean; and especially, the conduct of public policies by the State Government as regards investment and incentives that help foster the culture. Based on the reality and the problems that affecting the production system in castor beans in Paraíba, were set at the total 47 indicators, classified and tailored to the specifics of the activity, considering the different dimensions of sustainability. The conclusion is that the indicators selected enables the systemic analysis of agricultural activity, facilitating the identification of the positive and negative aspects that influence the productive sector, besides propose possible solutions and improvements to stimulating the oleaginous production in the State. Thus, the agricultural family production of castor in Paraíba, although small and oscillating, it is still attractive for the family agriculturists, bringing for them a possibility of employment and income in rural areas. However, for which sustainable development of the activity can be achieved in whole, is necessary a restructuring of public policies to support, guide and organize the productive sector of the castor bean providing a rural development more equitable, balanced and preserved. |
