Resumo: Public organizations have been encouraged to invest in the potential of people with a view to their continuous development and, in turn, the promotion of improvements in organizational performance and the institution's ability to act in the midst of problems related to public agendas. Thus, it was identified that the National Policy for the Development of People has been modified as a function of fostering institutional conditions to enable training in a more planned, organized and integrated way to institutional and society interests. To evaluate how much this policy has been implemented in practice, according to its current guidelines, the present study has the general objective of analyzing the difficulties and potentialities of the implementation of the National Staff Development Plan associated with the training of civil servants in the context of the Federal Institute of Education, Science and Technology of Pernambuco, campus of the city of Pesqueira. A semi-structured interview was used with ten managers of the research locus, whose analysis was performed by means of Bardin's content analysis. From the research findings, it was identified a need for further discussions with managers to guide them about the execution of the PDP and its unfoldings, given the presentation of insecurity on their part to guide the teams. It was verified that the reduced budget issue has prevented a greater effectiveness in meeting the institutional demands of training and, therefore, it is believed that dialogues external to IFPE may contribute with improvements in increasing the amounts allocated to this topic so important for organizational development.
