Resumo: This research aimed to evaluate the effectiveness of the Individual Venture Programme at Paraíba State, which is within the Paraíba Entrepreneurship Programme. The main feature of this Programme is the generation of employment and income and its assessment was developed through the perspective of program users. Evaluation of public policies is considered an important tool for public management, insofar as it serves as a subsidy for the control of public spending and decision-making in respect of these policies. This research is quantitative in nature and was developed from the elaboration of a questionnaire as a research tool. This instrument was drawn from the definitions of the variables of the theoretical model SIAPS developed by (Almeida,2008), adopted in this research. To achieve this, all the procedures established in literature with regard to the preparation of these instruments were followed. For the empirical analysis of the research the questionnaire was applied in 345 (three hundred and forty five) programme users belonging to the municipalities of João Pessoa, Campina Grande, Patos, Santa Rita, Bayeux and Cabedelo. Through the application of this research questionnaire it was found that the Individual Venture Programme was partially effective in its actions, on the perspective of its users. It was found that in most of its actions the Programme is well evaluated by users, however, aspects related to consultancy offered by the Programme and the initial value of the loan were factors that contributed in order that the Programme had not their full effectiveness from its users’ point of view.
