Resumo: To present research he/she has as objective central two important points: the first consists of analyzing the services rendered by ONGs that you/they act children and adolescents from João Pessoa PB close to. The other, in discovering how those services are financed. The sample was based in 41 ONGs. For collection of data we used to the semi-structured interview, containing plausible indicators as our study object. Most of the interviewees (the) he/she affirmed that the services presented by the organizations contribute to improve his/her public's life, because the children and adolescent are very poor. In agreement with the dialogue that we had with those interviewees, we noticed that they are the aware, that several actions of ONGs, are assistencialistas. For instance, donation of basic basket, supply of shelters, medicines, among other, whose inclination is of imediatismo. The actions of those ONGs are more assistencialistas than citizens, but they are significant, because they contribute in the a lot of children's formation and adolescents, in many cases forgotten by the State. In other words, the actions of those ONGs cannot include the all of the expressions of the social subject, as he/she "makes" the State through the public politics, whose perspective is the universalization of the social rights. Though, their rendered services have great social value. Among 41 researched ONGs, none is autonomous, in the sense of maintaining their actions with own incomes (sale of services and products, among other). All of ONGs receive some donation type, be of the State, or of the civil society. For a lot of ONGs that is the main financing source.
