A eficiência do gasto público com educação: um estudo sobre os municípios da Paraíba

Resumo: The present study aimed to evaluate the relative efficiency of the municipalities of Paraíba in relation to public spending in education, specifically in elementary school. For this, methodology was used the index of Quality Public Spending (IQGP), which considers the per capita expenditure of each municipality with the return submitted in the form of social indicators. We analyzed 216 municipalities of Paraíba and its 23 micro-regions, the research used secondary data, providing indicators of spending and educational achievement in 2010. Upon completion of the research, the main results presented indicate that municipalities and microregions over had higher relative efficiency were those who had a lower per capita spending on education per student. The ones that had better rates of income were less efficient because they used many resources to reach this situation. Therefore, one can ascertain that the increase in per capita expenditure has not brought necessarily an increase in the welfare of the school population, thus allowing diseconomies of scale, which happens when spending grow more than proportionally to the results. Despite some limitations of the research to be considered, this work could serve as a basis for future more detailed investigations or as compared to results obtained in other studies.
