Resumo: The present research analyzes the public turned to segregated spaces in Macapá city under the management of the program of sustainable development of Amapá. It analyzes the interrelation between the public policies listed in the speech of sustainable development and the urban development of the city along the management of two governmental mandate in state level by Partido Socialista Brasileiro with a the proposal of development listed in Agenda 21. Is a analyze the speech of sustainable development and its application as a government program, in order to understand its effort in applying in the city the directives of development established in state scope. The main result of the investigation shows the context of complexity in adjusting to the city a speech turned to the preservation of environmental resources its deficiencies related to the restriction of offer of the public services in segregated urban areas pointing out the vision of communities leadership concerning the understanding of the PDSA and the public policies produced by the state government to the city.
