In the relationships between man and the physical world there are complex interactions that promote structural changes in the environment. In the 20th century, the balance observed until the Green Revolution, which industrialized agriculture, is lost in the midst of an intense process of environmental degradation. Environmental catastrophes multiply exponentially amid the globalization of risks. Science is privileged to the detriment of traditional knowledge and modes of production. In the midst of this scenario, stand out, in the 21st century, the National School Feeding Program (NSFP) and the Food Acquisition Program (FAP), which inaugurate a new rationality in the Brazilian public procurement scenario. Thus, a new paradigm of administrative efficiency emerges. That said, the general objective of the research consists in analyzing the rationality of the principle of administrative efficiency in sustainable public purchases of family farming in Brazil and proposing a theoretical and methodological model of eco-socio-economic efficiency, which appreciates the economic, social, environmental and cultural dimensions of sustainability. To achieve this objective, it is proposed to go through the following roadmap: analysis of the application of the principle of administrative efficiency in Brazilian public tenders, starting in the 19th century; evaluation of the internalization of the dimensions of sustainability in Brazilian public procurement, through the dialogue between different matrices of rationality and the emergence of the rights of the collective being; identification of the rationality of the Brazilian State in the FAP and NSFP and the contributions of sustainable agriculture, agroecology and family farming to the promotion of sustainability value; proposition of a theoretical and methodological model of eco-socio-economic efficiency. It is concluded that the efficiency of the analyzed programs is permeated by an environmental rationality. On the other hand, there is a tangle of rationalities in the Brazilian legal system, which can be seen from the socio-environmental setbacks that prioritize monocultures, starting in 2019. This is a documentary and bibliographic research, with a qualitative approach, theoretical in nature and empirical based on participant observation, exploratory objectives, complemented by the methodological-empirical model within the scope of ecosocioeconomics. As a result, the innovative efficiency model applied to sustainable public procurement from family farming, recognized nationally and internationally, is permeated by environmental rationality and inaugurates a new concept of administrative efficiency: eco-socio-economic efficiency, which now includes criteria of environmental rationalization, ecotechnological productivity and interdependence. In that direction, the methodological model of the Environmental Rationality Cycle (ERC) is proposed as a means of promoting the theoretical model of eco-socio-economic efficiency, based on the interaction between different levels of environmental rationality (material, theoretical, technical and cultural), oriented by the principles of interdependence, top-down and minimum imposition. Thus, administrative efficiency must be replaced by eco-socio-economic efficiency, based on a systemic approach between efficiency and sustainability. Keywords: Administrative efficiency.
