Resumo: The present research is theoretically based on the postulates of Richard Skemp, considered one of the pioneers of the psychology of mathematical learning. His studies refer to two types of understanding, namely: instrumental understanding and relational understanding. We aim to analyze the contributions of both in problems involving Quantities and Measures. For this, we propose a sequence of activities wishing the student to understand mathematical concepts involved through these two understandings. To develop this sequence of activities, we will use the teaching methodology “mathematical investigation”. The theme that we chose to develop this research is Quantities and Measures, because the concepts involved in this theme are constantly in our daily lives. For this, a literature review was made on the teaching of Geometry in Elementary Education; then, a search on the research topic; in a third moment, a review was made of what the National Common Curricular Base (BNCC) addresses on the subject; in a fourth moment, the work involving "initial years" "quantities and measures" was reviewed in the CAPES thesis and dissertation database, in order to investigate what research is addressing on the topic; in a fifth moment, the theoretical foundation was elaborated, with emphasis on the studies of Skemp and, finally, an analysis was developed, through the theoretical foundation and the BNCC, in books before and after the National Textbook Plan (PNLD). However, in relation to the activities, we can see that the students had satisfactory results with the implementation of concepts in a relational way, allowing connections and daily knowledge in more formal knowledge, through the activities proposed at that time. Based on this dissertation, a booklet was elaborated regarding the themes worked on, as well as with the activities developed for the research. The purpose of this product is to forward it, as a return to the school where the research work was developed.
