O contexto sóciopolítico da implantação do modal (VLT) na região metropolitana do Vale do Rio Cuiabá : impactos sobre a mobilidade/acessibilidade urbana

Resumo: This research aimed to analyze the situation of the construction of the Light Rail Vehicle (VLT) modality in the Metropolitan Region of the Cuiabá River Valley (RMVRC), with special attention to the impacts on Avenida Fernando Correa da Costa due to the paralyzed works, around the viaduct "Jornalista Clóvis Roberto", near the Federal University of Mato Grosso - UFMT. These are qualitative and exploratory research, interviews and questionnaires, observation of the work, recording of images and analysis of documents. In Brazil, collective transportation is inefficient, expensive and precarious. With the advent of the World Cup in 2014, Cuiabá being one of the headquarters of the world football championship, and with the requirement of the International Football Federation (FIFA) to better welcome visitors, the capital was provided with several basic works necessary, considering that there were no significant structuring works for a long period. In Cuiabá, with the 2014 World Cup, 62 works were planned, such as duplication of roads, bridges, construction of viaducts and trenches, implementation of collective transportation of passengers like the VLT modal, among others, that have not yet been were either forgotten or abandoned by the public sector. The most important work was the Light Rail Vehicle (VLT), which included an initial 22km journey between the cities of Cuiabá and Várzea Grande, with the proposal of quality transportation and affordable cost for the population. This work should be completed in 2014. Political, bureaucratic and economic obstacles, deviations from the public purse, did not allow the end of this work of such a magnitude to the State, causing damages to the commerce in the surroundings of the rails and the dissatisfaction and disappointment of the population. Among the unfinished works of the 2014 World Cup in the capital of Mato Grosso, the (unfinished) stretch of the passage of the VLT modal on Avenida Fernando Correa da Costa, specifically around the Viaduto Journalista Clóvis Roberto, near the Federal University of Mato Grosso (UFMT) had the greatest negative impacts on society, due to flooding due to poor quality works, lack of planning in the work and its surroundings, lack of transparency, among others. The works generated expectations for users of public roads that awaited road improvement, which faced deviations and congestion, lack of accessibility, delays in delivery or completion of the works, many of them unfinished so far. It is verified that the implementation of the VLT modal in Cuiabá still brings many frustrations and discontent to the people of Matogrossense, as well as the construction of the UFMT overpass that bitter structural problems, not presenting solution for the urban mobility in that place.
