Resumo: | As the Public Administration becomes more dependent on services performed indirectly to meet its needs, efficient contract monitoring efficient control of contractual follow-up becomes necessary. The formal record of occurrences, associated with an efficient control system, is crucial to the good performance of the procedural instruction and coordination of the activities involved. The existence of imbalances between the needs of users and the functionalities offered by the information systems negatively affects the performance of tasks. Thus, this dissertation presents a proposal for process innovation by processes aiming at the technological improvement of the management of administrative execution of administrative contracts in a federal institution, through the qualification of the information systems. This work uses knowledge the themes of business process management, process innovation, and system requirements of systems as a means to formulate a proposal to improve contract execution, that inserts the contractor into the system and promotes transparency for the user public. The case study and participant observation are the most relevant methodological procedures to characterize this work. Finally, this study impacted seven processes of contract execution, which had their tasks sequenced and sequenced and analyzed in their current situation, resulting in recommendations: incremental of local scope, for immediate implementation; and guidelines for the practices of technology transfer practices through the alignment of improved business rules to rules to the targeted functional system requirements, with potential applicability to the member institutions of the SUAP agreement that use the contracts module. |
