Resumo: The present study has as its main objective to analyze comparatively the conceptions that underlie the constitution of Conditional Cash Transfer Programs (PTRC) in Argentina, Brazil and Uruguay from the 2000s onwards, conserving their particularities and the common elements identified within the formulation of these programs. To conduct the research we used the exploratory character in order to access information on the construction of social protection of these countries, in order to further consolidate the discussion. This bias allowed to put in discussion a wide and significant content - documentary and bibliographic - apprehended beyond its immediate expressions of the PTRC, which demanded a deeper understanding of its legal as well as theoretical contributions, allowing to unveil the meaning and the political direction, ideological, economic and social situation within these programs. Regarding the approach, elements of the qualitative approach will be used, in order to allow a broader apprehension of the particularities surrounding the object of study, seeking to identify similarities and divergences, approximations and contradictions. However, even though the approach is qualitative, quantitative data will be used as a reference for reflection and to present information on investments, resources and results. The research proposed here also demanded the use of a method that would extract the multiple determinations of the studied object - the PTRC of Argentina, Brazil and Uruguay: the Marxist matrix based method that recognizes the subject as dynamic, complex, active in the construction process. Its history, its relations, conflicts, contradictions and the environment in which it lives. And since the PTRC involve a phenomenon - poverty - subjected to a set of determinations, the analyzes proposed in this study are based on theoretical sources of nationally and internationally renowned authors - among them, some not directly dedicated to the study of the chosen theme. -, his analyzes are aligned with the theoretical-methodological direction proposed here: that is, based on the critical social theory, highlighting the identified contributions. As a result, the study allowed to consider that the PTRC constitute palliative conforming to meet the population that faces the expressions of the “social question”, in a focused way, in order to meet the dictates of contemporary capitalism.
