Resumo: | The dissertation is subject to integrality in health, a constitutional principle set out in Article 7 of Law 8.080 of 19/9/1990, which led to the Unified Health System (SUS) in Brazil. The central question of this study is to verify the extent to which integrality in health became effective within the health policy of Cuiabá, after the promulgation of the 1988 Constitution. The aim was to analyze important variables of the universal access and comprehensive care. The methodology set up a qualitative research, taking as presupposing the Completeness while doctrinal principle which established health as a state policy. To reach the goal set this process was conducted in the following steps: literature for the apprehension of data relating to questioning of the object, documentary research to the organs responsible for the issue of health in Cuiabá, systematization and analysis. Based on the literature review on authors who deal with the issue and statements contained in the researched texts, the study highlighted the advancement of social policies arising from the trajectory of the Brazilian State to make the NHS a major social inclusion projects in healthcare. With this new format, predicted to be a decentralization project that placed the municipalities in a role of climate in the formulation and implementation of health policies, as to Cuiaba. Achievement that led the expansion of health services as a result of the decentralization process. Such changes reflected positively in the planning and management of shares, also leading the construction of mechanisms such as the Municipal Health Council, the NHS Ombudsman and Central regulation. Committed consolidation tool in bringing together unique conditions for the exercise of constitutional principles of universality, comprehensiveness and equity, if regulated, among other projects: the Organic Law of the Municipality and the Municipal Health Plans (SMP) - Legal requirements in the process of construction of SUS. As for comprehensive health care, which stood out in the set of documents examined, it was the PMS for the period of 2010/2013, whose actions and strategic goals set defined primary care as a priority area, in addition to sectoral joint (internal and external to the organization) with a view to improvements in care of the major causes of morbidity and mortality, which shows the correct concern to ensure more effective actions for health promotion. Although it was noted significant progress in Cuiabá health policy, the study pointed out major challenges to be overcome for effective Completeness health, among which the commodification of health, stagnation of physical resources and network services of SUS / Cuiaba installed, which still reflect certain distance of enforcement and agreed targets, since the population also requires specialized services. Despite the issue of universal access and comprehensive care, is presumed to be the result of these difficulties in the quality of services provided and the possible impacts on the lives of people who need them. |
