Resumo: The transformations in the modes of gender representation have led public institutions to develop more complete relationship policies, committed to the demands for citizenship and subjectivity. Thus, the institutional conditions used to recognize the presence of transgender people, whether student and/or research professor, although discreet, presents itself as a challenge to organizational culture in the stricto sensu postgraduate environment at UFMT. Based on this problem, the present work carries out an analysis of the institutional systems used by the Graduate Program at UFMT, namely: SEI and SIPG. During the research, it was observed the way in which the institution, through these systems, relates to the transgender public. In order to understand the cultural, communicational, structural and systemic demands of the category of transgender people, semi-structured interviews were carried out. The research is developed in the model of studies of communication as culture, of the epistemologist Venício Artur de Lima, and considers the Secretariat of the Institute of Languages, specifically the subarea of the PPGELUFMT, as a laboratory for observation and self-criticism of bureaucratic and communicational procedures, which whether or not they structure the relationship between the graduate program and the transgender public. The proposed study, of qualitative character, consists of a bibliographic survey, having the debates on gender relations and organizational communication (Kunsch; Torquato), in connection with Public Relations carried out by Andrade (2005), associated with the bias of the Executive Secretariat, as interfaces for the construction of the work. The PPGEL - UFMT, by creating and developing institutional links with transgender students (transsexuals and/or transvestites), opens space for dialogue with this population, now identified as a public in formation. The gaps identified during the research, in some way, are already beginning to be filled, and can be understood as results of this process, since the SIPG, for example, at the end of the research started to have the social name registration field.
