Resumo: The public administration makes its acquisitions and contracting services through public purchases based on extensive legislation in force. Such hiring occurs due to the need to guarantee the fundamental means for the performance of the final mission of a public institution, such as, for example, the Brazilian Air Force, whose mission is to maintain the sovereignty of Brazilian airspace and integrate the national territory, with a view to defending the homeland. Despite the negative impact that incorrect planning can cause in a bidding process, numerous difficulties are still encountered in this phase. It is common to give priority to the event itself and the preparation of mandatory documents, and not to the planning phase, due to the often scarce time for the planning team involved. In an attempt to correct such failure, several Normative Instructions have been published aiming at standardizing the minimum procedures necessary for planning a public contract. In addition to the difficulty of the process itself, some conditions related to the selected supplier and inventory management need to be considered in the planning phase in order to allow for the contracting and delivery of the material or service as required by the administration. In this context, the research aims to develop a methodological proposal and tooling to improve the management of BACG's SSUB procurement and public procurement processes, in order to optimize the time invested in the making of processes, and to ensure the correct planning of the contract. To this end, a documentary research was carried out of the legislation in force and of management methods and tools that would assist in the proposal for improvement in the planning and preparation of the section's hiring processes. The study allowed greater dedication to the planning phase, organization of tasks in a PDCA cycle and reduction in the time needed to execute the process, making it more efficient.
